Constable
Ed Quiggle, Jr. has a vision and a plan to get Northumberland County
back on the right course. Here are some of Ed's main
issues.
Choice
Ed is running to give the voters of Northumberland County choice,
with Ed on the ballot you now have the choice to vote for a full
Libertarian County Commissioners ticket. For our Republic to function
properly, we need an active,
free and equal democratic election process. The two party system has
failed us, and it is time for an alternative, and Ed Quiggle, Jr. and
John Burd for County Commissioners is that alternative.
Prison Reform
The current Commissioners have had an agenda to build an even bigger
prison, and to tear down our current one. Part of our current prison
was damaged in a fire, but the wing of the prison that was not damaged
should be restored and used. The Commissioners should look at repairing
the rest of the prison, but at a reduced capacity. By implementing
alternatives to incarceration, such as reporting centers, house arrest,
and not incarcerating those who commit non-violent or victimless
crimes, and given the fact that the rate of violent crime continues to
decrease, we can get by with a smaller prison and save the taxpayers
money at the same time. If it is not feasible to save parts of the
prison, then it should be preserved for historical purposes.
Drones
& Privacy Rights
Ed
opposes the use of drones for law enforcement and surveillance
purposes. The use of drones, especially ones equiped with thermal
cameras, present a huge threat to the privacy rights of the people of
Northumberland County. The Mount Carmel Township Police Department
became the first law enforcement agency in the state to get a drone,
and they plan to use it over the skies of Northumberland County. As
Constable, Ed has stood up in defense of the
Right to Privacy, signing Resolution 2015-1, and he has also banned the
use of drones and thermal cameras by the Office of Constable of the 9th
Ward of the City of Sunbury. If elected Commissioner, he
will work to prohibit the use of law enforcement and government
surveillance drones over the skies of Northumberland County.
Civil Liberties
As Constable, Ed has stood up to the Federal Government on issues like
the NDAA and the USA PATRIOT Act.
These unconstitutional acts allow the indefinite detention
of Americans without charge or trial, erode privacy rights, eliminate
the requirement for probable cause, and evisicerate most of the Bill of
Rights. If elected Commissioner, Ed
will continue to stand up to the State and
Federal Government when it acts outside of the bounds of the
Constitution and when it acts counter to the interests of the people of
Northumberland County. Ed has gone to the Commissioners in the past to
ask them to pass legislation opposing the NDAA's indefinite detention
without charge or trial provisions, to no avail. If elect Commissioner,
Ed will work to make sure that the County does all it can to protect
the
People and to make sure our natural and constitutionally
protected
rights are respected in the County of Northumberland. Ed will
oppose the Surveillance State and the militarization of law
enforcement.
Constitution
Ed takes
the Oath to the Constitution of the United States and the Constitution
of the Commonwealth of Pennsylvania seriously, and frequently reads
both
so that he can better uphold his Oath to support, obey, and defend
them. We cannot expect elected
officials to protect our rights and respect the Constitution if they
don't read it! Ed has received certificates from Hillsdale College for
passing courses on the Constitution.
Medical
Marijuana
As Constable, Ed signed Resolution 2015-1,
making the Office of
Constable of the 9th Ward of the City of Sunbury the first law
enforcement agency in Pennsylvania to defend the rights of medical
marijuana patients. Ed believes patients have a right to defend their
lives by taking medicine a doctor has recommended. Patients for whom
the use of marijuana is medically necessary, are justified in violating
acts that prohibit medical marijuana, under the Common Law doctrine of
a
medical necessity defense. Acts that prohibit this valuable
medicine are also unconstitutional. If elected Commissioner, Ed will
stand
in
defense of medical marijuana patients, whether the state passes a
medical marijuana law or not. Ed believes that both the state
Constitution and federal Constitution, and the Common Law, protect the
right of the people to use a medicine their doctor recommends to defend
their life, and he will introduce legislation to protect patients and
their caregivers and family from arrest and prosectuion. The
Commissioners should use the power of the purse to stop harming
patients. If the state does pass a medical marijuana law, Ed will
encourage dispensaries and growers to locate to Northumberland County
to grow, process, and dispense this valuable medicine to the people.
Gun Rights
Ed is a true defender of the Right to Keep and Bear Arms and the 2nd
Amendment. As Constable, Ed joined over 500 Sheriffs, Police,
Constables, and other peace officers across the country who stood
against unconstitutional infringements of the Right to Keep and Bear
Arms. As Constable, Ed signed Resolution 2013-1,
standing in opposition
to unconstitutional acts infringing on the 2nd Amendment, and pledged
to stand in defense of the people's right to keep and bear arms and to
defend them from any unconstitutional attempts to disarm the people.
Constable Quiggle is listed among the over 500 peace officers to stand
up for gun rights on the Constitutional Sheriffs and Peace Officers
Association's (CSPOA) website, which you can see here. Ed encouraged the Northumberland County
Commissioners to join himself and other counties and municipalities
across Pennsylvania in passing a 2nd Amendment Preservation Resolution,
he even worked with Commissioner Bridy on the language of the
resolution he tried to introduce. Councilman Shoch and Councilman
Clausi refused to second the motion to vote on the 2nd Amendment
Preservation Resolution. If elected Commissioner I will reintroduce the
2nd Amendment Preservation Resolution, and have the Commissioners work
with the Sheriff to ensure our right to keep and bear arms is protected
in Northumberland County.
Taxes
Ed wants to do all he can to lower and eliminate taxes. No one should
risk losing their home over property taxes. By making government more
efficient, and by implementing my prison reform plan, we can work to
reduce taxes and the burden taxes place on the people. We can cut the
Commissioners expenses, and by making other county operations more
efficent, we can also save the taxpayers money, and let them keep more
of their hard earned money!
Civil Asset Forfeiture
If elected Commissioner, Ed will prohibit agenices in Northumberland
County from participating in unconstitutional state and
federal Asset Forfeiture programs. These programs allow the government
to take property from people, while depriving them the benefits of due
process, and without charge or trial, much less
a conviction. Ed firmly believes that Civil Asset Forfeiture is a
violation
of the 4th and 5th amendments of the US Constitution, and he will stand
in
defense of the property rights of the people of Northumberland County.
