Constable
Ed Quiggle, Jr. has bold and fresh ideas about law enforcement. He
believes in changing the status quo in local law enforcement, opposing
the militarization of law enforcement and the surveillance state. Here are some of Ed's main
issues.
Choice
Ed is running to give the voters of Northumberland County choice,
without his candidacy there would only be one candidate appearing on
the ballot! For our Republic to function properly, we need an active,
free and equal democratic election process. Without choices, elections
are no longer about electing candidates, but about selecting candidates
through a rubber stamp process. Ed wants to encourage an active
election process where voters have real
choices to make, instead of a selection process where there are no real
choices on the ballot.
Drones
& Privacy Rights
Ed
opposes the use of drones for law enforcement and surveillance
purposes. The use of drones, especially ones equiped with thermal
cameras, present a huge threat to the privacy rights of the people of
Northumberland County. As Constable, Ed has stood up in defense of the
Right to Privacy, signing Resolution 2015-1, and he has also banned the
use of drones and thermal cameras by the Office of Constable of the 9th
Ward of the City of Sunbury. If elected Sheriff, he
will forbid the use of drones and thermal cameras by the
Office of Sheriff.
Civil Liberties
As Constable, Ed has stood up to the Federal Government on issues like
the NDAA and the USA PATRIOT Act.
These unconstitutional acts allow the indefinite detention
of Americans without charge or trial, erode privacy rights, eliminate
the requirement for probable cause, and evisicerate most of the Bill of
Rights. If elected
Sheriff, Ed
will continue to stand up to the
Federal Government when it acts outside of the bounds of the
Constitution and when it acts counter to the interests of the people of
Northumberland County. Ed will interpose between the Federal Government
and the
People to make sure our natural and constitutionally
protected
rights are respected in the County of Northumberland. Ed will
oppose the Surveillance State and the militarization of law
enforcement.
Constitution
Ed takes
the Oath to the Constitution of the United States and the Constitution
of the Commonwealth of Pennsylvania seriously, and frequently reads
both
so that he can better uphold his Oath to support, obey, and defend
them. We cannot expect elected
officials to protect our rights and respect the Constitution if they
don't read it! Ed has received certificates from Hillsdale College for
passing courses on the Constitution.
Medical
Marijuana
As Constable, Ed signed Resolution 2015-1,
making the Office of
Constable of the 9th Ward of the City of Sunbury the first law
enforcement agency in Pennsylvania to defend the rights of medical
marijuana patients. Ed believes patients have a right to defend their
lives by taking medicine a doctor has recommended. Patients for whom
the use of marijuana is medically necessary, are justified in violating
acts that prohibit medical marijuana, under the Common Law doctrine of
a
medical necessity defense. Acts that prohibit this valuable
medicine are also unconstitutional. If elected Sheriff, Ed will stand
in
defense of medical marijuana patients, whether the state passes a
medical marijuana law or not. Ed believes that both the state
Constitution and federal Constitution, and the Common Law, protect the
right of the people to use a medicine their doctor recommends to defend
their life, and he will interpose between the people and the state and
federal governments to protect patients.
Gun Rights
Ed is a true defender of the Right to Keep and Bear Arms and the 2nd
Amendment. As Constable, Ed joined over 500 Sheriffs, Police,
Constables, and other peace officers across the country who stood
against unconstitutional infringements of the Right to Keep and Bear
Arms. As Constable, Ed signed Resolution 2013-1,
standing in opposition
to unconstitutional acts infringing on the 2nd Amendment, and pledged
to stand in defense of the people's right to keep and bear arms and to
defend them from any unconstitutional attempts to disarm the people.

up for gun rights on the Constitutional Sheriffs and Peace Officers

Citizen Posse
Ed believes that citizens should be involved in local law enforcement.
All citizens have the power to make citizens arrests for felonies and
breaches of the peace. Across the country Sheriffs are exercising the
power of Posse
Comitatus, which is the power of the county, the power to call upon the
people of the county to assist him in enforcing the law. Some
Sheriffs develop training programs and have a posse of citizens who
regularly contribute their time and skills to helping the Sheriff and
Deputy Sheriffs enforce the law. If elected Sheriff, Ed will create a
Sheriff's Posse and utilize the power of Posse Comitatus to enforce the
law.
Body Cameras
Ed believes that the Sheriff and his Deputies should be required to
wear body cameras during public interactions while on duty. As
Constable, Ed has enforced this in his own office, by keeping
audio/video recording
equipment on him, which is turned on for public interactions, such as
during the process of detaining or arresting someone. Privacy rights
must be considered, but a balanced approach can exist which will create
additional accountability to the public. These cameras help protect
both the rights of the people and the rights of the Constable and
Deputies. Many law enforcement agencies that have adopted the use of
body cameras have found a dramatic reduction in the number of complaints against
their officers.
Civil Asset Forfeiture
If elected Sheriff, Ed will prohibit the Office of Sheriff of
Northumberland County from participating in unconstitutional state and
federal Asset Forfeiture programs. These programs allow the government
to take property from people, while depriving them the benefits of due
process, and without charge or trial, much less
a conviction. Ed firmly believes that Civil Asset Forfeiture is a
violation
of the 4th and 5th amendments of the US Constitution, and he will stand
in
defense of the property rights of the people of Northumberland County.
